Asturias declares sport as an essential activity


The Parliament of Asturias has approved declaring sport and physical activity as an essential activity

(19-7-2022) Asturias already has in force, as of this Tuesday, a new Law on Physical Activity and Sports that recognizes for the first time the essential nature of sports services for the population. The old law was from 1994.

28 years later, Asturias has renewed its Law on Physical Activity and Sports. Gone is the obsolete text of 1994, which has given way to a new legal framework that aspires to further promote physical activity and sports practice as “social backbone to implement positive values ​​to the population as a whole”.

Three weeks after its approval in the plenary session of the General Board of the Principality, the final draft, of 96 articles, has been published this Tuesday in the Official State Gazette (BOE). Particularly noteworthy is article 17, which makes it explicit that physical activity is declared essential. Asturias thus follows in the footsteps of other communities such as the Valencian Community, which declared the essentiality of sport a year ago.

“The regulation of the promotion of physical activity and the practice of sport starts from conceptualizing it from its social vocation, recognizing, for the first time in the legal system, this activity as a right of citizenship, which attributes the character of activity of general and essential interest. For this reason, the goals pursued are reflected in the promotion of the development and promotion of physical activity and sports practice of the Asturian population in conditions of equal access, sustainability and viability of its infrastructures, security and effective collaboration with sports entities, responsibility , planning and subsidiarity”, exposes the text.

The Principality aspires to promote physical activity among the maximum number of people of all ages possible, equalizing access conditions so that everyone can access these services. The new law makes it clear in article 2: “Physical and sports activity will be promoted in Asturian society as a whole, adopting a global physical-sports policy that promulgates social, educational, training, health, civic, solidarity values , of cohesion and integration, of economic, tourist and environmental development to all layers of the population”.

The new law places special emphasis on the promotion of active policies designed to favor the incorporation of women into sports practice and their participation in management bodies.

The text also adds other novelties, such as the prohibition, in terms of advertising, sponsorship and promotion of games and bets in publicly owned sports facilities and sports equipment.

The new law went ahead with the favorable vote of all parliamentary groups except VOX, which voted against.
